The following improved orbital elements, by S. Nakano, are from 116 observations 2003 to 2016, including planetary perturbations by Mercury to Neptune and three minor planets, Ceres, Pallas, Vesta, and non-gravitational effect of style II. The mean residual is +/- 0.86 arc second. The recent residuals from a linked orbit 1997-2016 in NK 3046 (= HICQ 2016) were +40" up for Right Ascension and -15" for Declination with the delta-T correction = /-0.025 day.
